Facilities Asset Manager (Requirements & Optimization)

Department: ASRC-KEOS
Location: Kirtland Air Force Base, NM

Location: Kirtland AFB, Albuquerque, NM, USA
Security Clearance: Must be able to obtain and maintain a US government-issued security clearance
Target Salary Range*: $95,000 - $105,000

*This represents the potential salary range for this position depending on education level, years of experience and/or certifications in addition to other position specific requirements which may impact salary


Position Overview

The Facilities Asset Manager (Requirements & Optimization) will manage activities supporting the successful execution of the Engineering Operations Support program and maintain and coordinate routine and one-time meetings and deliverables for internal and external customers. The position requires demonstrated knowledge of maintenance, repair, and facility management for interior and exterior building envelope systems, including structural systems, finishes, plumbing, fire protection and detection, and low-voltage electrical systems.


Key Responsibilities

Contract Operations and Program Support

  • Share responsibility and closely coordinate with leadership on the performance of work related to daily contract operations in accordance with program requirements.
  • Maintain and coordinate routine and one-time meetings and deliverables for internal and external customers.
  • Provide operational support in assigned areas and maintain knowledge of department-specific activities.
  • Manage self and team to ensure open issues and action items are completed on or before deadlines.
  • Carry out supervisory responsibilities in accordance with company policies and applicable laws.

Lifecycle Planning and Maintenance

  • Perform analyses to optimize lifecycle investment planning for operations and maintenance activities, including preventive maintenance plans in accordance with government guidance.
  • Conduct Root Cause Analysis when systems fail before their expected lifespan.

Asset and Condition Management

  • Manage the collection and maintenance of condition assessments within the government's sustainment management system framework, including BUILDER, PAVER, and GIS.
  • Use data management tools and software to analyze large quantities of data quickly and accurately and perform quantitative and qualitative analyses to identify trends, anomalies, and errors.
  • Oversee warranty and equipment operating manual databases.

Construction and Repair Projects

  • Oversee small facility construction and repair projects, including scoping, estimating, execution, inspection, and final close-out.
  • Communicate preventive maintenance, construction, and repair concepts, terminology, and processes to laypersons.

Qualifications

Education

  • Bachelor's degree in engineering or architecture [Required].
  • A bachelor's degree in another discipline, such as business administration, information systems management, or operations management, may be acceptable if the candidate also possesses additional years of experience in facility management [Required].

Experience

  • Minimum of one year of experience in facility and asset management principles, processes, and best practices as applied to a military, government, or other multiple-facility campus-like environment [Required].
  • Minimum of one year of experience performing facility and equipment condition assessments [Required].
  • Experience working with construction and/or facility management software, GIS software, and facility-related databases [Required].
  • Experience managing and analyzing large quantities of data quickly and accurately and performing quantitative and qualitative analyses to identify trends, anomalies, and errors [Required].
  • Demonstrated experience producing correspondence, briefings, and program plans [Required].

Skills

  • Knowledge of maintenance, repair, and facility management for interior and exterior building envelope systems, including structural systems, finishes, plumbing, fire protection and detection, and low-voltage electrical systems [Required].
  • Ability to communicate preventive maintenance, construction, and repair concepts, terminology, and processes to laypersons [Required].
  • Adept user of PC applications, including Microsoft Office 365 applications, with particular emphasis on word processing, presentation, spreadsheet, and document management applications, including MS Word, MS PowerPoint, MS Excel, Teams, and SharePoint [Required].
  • Proficiency with Adobe Acrobat Pro [Required].
  • Ability to work independently with minimal supervision [Required].
  • Excellent written and verbal communication skills [Required].
  • Commitment to providing and maintaining a safe working environment [Required].

Other Requirements

  • Must be a US citizen [Required].
  • Must have and maintain a valid US driver's license [Required].
  • Must be able to pass a drug screen [Required].
  • Must be able to obtain and maintain a US government-issued security clearance [Required].

Preferred Qualifications

Education

  • Bachelor's degree in engineering from an Accreditation Board for Engineering and Technology (ABET)-accredited university.
  • Bachelor's degree in architecture from a program certified by the National Architecture Accrediting Board (NAAB).

Experience

  • Experience in US Air Force Real Property management and performing Real Property Installed Equipment (RPIE) condition assessments in accordance with Sustainment Management System (SMS) BUILDER processes.
  • At least five years of experience in facility and asset management principles, processes, and best practices as applied to a military, government, or other multiple-facility campus-like environment.
  • Experience working in a DoD/military or other government environment, particularly familiarity with US Air Force Civil Engineering guidance, rules, and regulations.
