Technical Project Analyst

Target Salary Range*: $130,000 - $160,000

*This represents the potential salary range for this position depending on education level, years of experience and/or certifications in addition to other position specific requirements which may impact salary


Position Overview:

Amatriot is seeking a highly motivated Systems Integration Manager to support the Office of Naval Research (ONR). This position provides direct support to Government Program Managers responsible for developing, integrating, accrediting, and transitioning advanced technology capabilities for the Department of the Navy.

The Systems Integration Manager will serve as the primary integrator between program management, engineering, cybersecurity, and operational stakeholders. The successful candidate will manage technical programs, oversee Integrated Master Schedules (IMS), support procurement and acquisition activities, coordinate systems engineering efforts, and support the establishment and accreditation of government IT systems through the DoD Risk Management Framework (RMF).

The ideal candidate will have demonstrated experience supporting Authority to Operate (ATO) or Interim Authority to Test (IATT) activities, coordinating IT system validation efforts, and producing high-quality technical and program documentation. The ideal candidate’s IT experience will also include systems hosting model-based systems engineering and/or physics-based modeling and simulation tools. This position requires exceptional organizational, communication, and leadership skills to successfully manage multiple concurrent efforts across Government and industry partners.


Key Responsibilities:

  • Manage technical programs supporting customer initiatives from planning through execution.
  • Develop and maintain Integrated Master Schedules (IMS), project plans, action trackers, and program metrics.
  • Coordinate engineering, cybersecurity, logistics, procurement, testing, and transition activities.
  • Support the establishment, accreditation, and sustainment of government IT systems.
  • Develop, manage, and maintain RMF documentation supporting Authority to Operate (ATO) and Interim Authority to Test (IATT) processes.
  • Develop and maintain authorization packages using eMASS.
  • Coordinate IT system validation, cybersecurity compliance, configuration management, and operational testing activities.
  • Prepare technical documentation, executive briefings, procedures, reports, and acquisition artifacts.
  • Support budgeting, procurement, resource planning, risk management, and contract deliverables.
  • Coordinate with government customers, digital engineering teams, cybersecurity personnel, and external stakeholders to ensure successful program execution.

Qualifications:

  • Bachelor's degree in Engineering, Information Technology, Computer Science, Cybersecurity, Business, or a related discipline (or equivalent experience).
  • 7+ years supporting Department of Defense technical programs.
  • Experience managing technical projects, schedules, budgets, procurement, and program execution.
  • Experience developing and maintaining Integrated Master Schedules (IMS) using Microsoft Project or other tools.
  • Demonstrated experience implementing the DoD Risk Management Framework (RMF).
  • Experience supporting government IT system establishment, IT validation, cybersecurity compliance, and system accreditation.
  • Experience supporting Research, Development, Test & Evaluation (RDT&E) programs.
  • Strong technical writing skills with experience developing technical, engineering, and program documentation.
  • Experience coordinating multidisciplinary engineering and government teams.
  • Strong organizational, analytical, communication, and leadership skills.
  • Ability to perform duties on-site in Arlington, VA at minimum four (4) days per week.
  • Experience supporting Department of Defense programs.
  • U.S. Citizenship with the ability to obtain and maintain a Secret security clearance.

Preferred Qualifications:

  • Active DoD Secret clearance.
  • Experience supporting the Department of the Navy, ONR, NAVWAR, NAVSEA, NAVAIR, or NIWC.
  • Experience supporting Authority to Operate (ATO) or Interim Authority to Test (IATT) processes.
  • Hands-on experience developing or maintaining authorization packages in eMASS.
  • Familiarity with NIST SP 800-53, DoD 8510.01 RMF, DISA STIGs, and cybersecurity best practices.
  • Experience developing, maintaining, or managing IT systems hosting MBSE and modeling and simulation (M&S) tools (e.g. ANSYS, Cameo, Solidworks, OpenFOAM, etc.). Cloud IT experience with M&S is preferred.
  • Experience with Agile project management methodologies.
  • Project Management Professional (PMP) certification.
  • Security certifications such as CompTIA Security+ or CISSP.
  • Experience writing technical proposals or supporting business development efforts.
  • Experience supporting international defense partners or coalition programs.
